PPN/ VAT ( Value added Tax ) pertama kali diperkenalkan oleh seorang Joint Director of the French Tax Authority, the Direction generale des impots, yang bernama Maurice Laure pada tahun 1954.


Pada tahun 1960-an VAT diterapkan di 10 negara, dan hingga sekarang VAT ini masih eksis dan sangat terkenal, terhitung 136 negara di dunia menerapkan VAT ( VAT Guidelines OECD )


Comprehensive VAT : Brazil ( replace turnover tax ), Prancis, Denmark ( replace a wholesale sales tax ), dan negara di Eropa lainnya, Amerika Latin serta Afrika


Sedangkan negara-negara yang tidak menerapkan VAT antara lain Australia, Canada, Japan, USA ( kecuali Negara Bagian Michigan )


Di negara kita sendiri, Indonesia VAT ( Value Added Tax ) sama dengan Pajak Pertambahan Nilai atau PPN. Pajak yang terkenal Sebelum adanya PPN adalah Pajak Penjualan.

Pengertian Kendaraan Bermotor
Kendaraan Bermotor adalah semua kendaraan beroda dua atau lebih beserta gandengannya yang digunakan di sumua jenis jalan darat, dan digerakkan oleh peralatan teknik berupa motor atau peralatan lainnya yang berfungsi untuk mengubah suatu sumber daya energi tertentu menjadi tenaga gerak kendaraan bermotor yang bersangkutan, termasuk alat-alat berat dan alat-alat besar, serta kendaraan bermotor yang dioperasionalkan di air.


Objek Pajak Kendaraan Bermotor 
Kepemilikan dan/atau penguasaan kendaraan bermotor. 
* Kepemilikan adalah Hubungan Hukum antara orang pribadi atau badan dengan kendaraan bermotor yang namanya tercantum dalam bukti kepemilikan, dokumen, termasuk BPKB.
* Penguasaan adalah penggunaan atau penguasaan fisik kendaraan bermotor oleh orang pribadi atau badan dengan bukti penguasaan yang sah sesuai menurut ketentuan peraturan perundangan yang berlaku.

TENTANG


PAJAK BAHAN BAKAR KENDARAAN BERMOTOR


DENGAN RAHMAT TUHAN YANG MAHA ESA


GUBERNUR PROVINSI DAERAH KHUSUS IBUKOTA JAKARTA,

Menimbang : 

1. bahwa dengan berlakunya Undang-Undang Nomor 28 Tahun 2009 tentang Pajak Daerah dan Retribusi Daerah, maka Peraturan Daerah Nomor 7 Tahun 2002 tentang Pajak Bahan Bakar Kendaraan Bermotor sudah tidak sesuai lagi;
2. bahwa berdasarkan pertimbangan sebagaimana dimaksud dalam huruf a, perlu membentuk Peraturan Daerah tentang Pajak Bahan Bakar Kendaraan Bermotor;

Mengingat :

1. Undang-Undang Nomor 6 Tahun 1983 tentang Ketentuan Umum dan Tata Cara Perpajakan (Lembaran Negara Republik Indonesia Tahun 1983 Nomor 49, Tambahan Lembaran Negara Republik Indonesia Nomor 3262) sebagaimana telah beberapa kali diubah terakhir dengan Undang-Undang Nomor 28 Tahun 2007(Lembaran Negara Republik Indonesia Tahun 2007 Nomor 85, Tambahan Lembaran Negara Republik Indonesia Nomor 4740) ;
